Generally, all business expenses are deductible, unless specifically disallowed. The following expense types are not deductible or have limited deductibility for Moldova tax purposes:

Corporate income tax is not deductible;
Fines and penalties are not deductible;
Capital expenditure is not deductible;
Expenses not supported by documentation exceeding 0.2% of taxable income are not deductible. However, expenses not supported by documentation are deductible if incurred as ordinary and necessary expenses for a company's business activities and paid for using a business credit (payment) card;
Charity and sponsorship expenses exceeding 5% of taxable income are not deductible;
Expenses incurred in relation to exempt income are not deductible;
Interest expenses on loan agreements in excess of the average weighted interest rate on credit loans offered by banks are not deductible;
Interest expenses on loans obtained for the acquisition of fixed assets exceeding the capitalized amount of the assets before exploitation are not deductible;
Losses resulting from transactions between related parties are not deductible;
Expense payments to related parties in excess of arm’s length price are not deductible;
Taxes paid on behalf of a person other than the taxpayer are not deductible;
Expenses related to investigations and scientific research relating to land or other property subject to depreciation are not deductible;
Deprecation on fixed assets that are received free of charge are not deductible, except in cases where their value was included in the taxpayer's taxable income;
Personal and family expenses are not deductible;
Payments towards super normative eliminations of polluting substances in the environment and the limited use of natural resources are not deductible; and
Effective 1 January 2024, expenses incurred by an employer for the benefit of employees, including training expenses, subscription for the use of sports facility, expenses incurred for granting gifts to employees, vouchers for employees or their children for holidays, birthdays, and other leave stipulated by the employment contract or internal regulations, are deductible up to specified limits.

COVID-19 Emergency Measures

In response to the COVID-19 pandemic, effective 1 January 2022, expenses incurred for COVID-19 vaccines are deductible for Moldova’s corporate tax purposes.
