On 4 June 2008, the President transmitted the first-time income tax treaty between the United States and Bulgaria, signed on 23 February 2007 at Washington, D.C, and the amending protocol to the treaty, signed on 26 February 2008 at Sophia, to the US Senate for consent to ratify.
