Russia's State Duma (lower house of parliament) is currently considering Bill No. 903200-7, which was submitted on 18 February 2020 and provides for a reduction in the standard VAT rate from 20% to 15%. The bill also provides for a corresponding reduction in the 16.67% reduced VAT rate to 13.04%, which applies to the sale of a company as a property complex and to e-service supplies by non-residents.
As drafted, the rate reductions would apply from 1 July 2020.
