EU Finance Ministers held a meeting on 23 March 2020, during which they agreed with a European Commission proposal to activate the general escape clause of the Stability and Growth Pact. The activation of the escape clause was proposed on 20 March and is intended to allow Member States to undertake measures to deal adequately with the COVID-19 pandemic, while departing from the budgetary requirements that would normally apply under the European fiscal framework.
