The Ecuador Internal Revenue Service (SRI) has published Resolution NAC-DGERCGC24-00000013, which establishes the list of construction materials qualifying for the reduced VAT rate of 5%. The 5% VAT rate applies for the local supply (transfer) of the following materials:

- Aggregate, including clay, sand, lime, limestone, stone;
- Concrete;
- Binding materials (cement and its derivatives);
