France published the Decree of 18 April 2025 in the Official Gazette on 7 May 2025, which updates the list of non-cooperative states and territories. The list includes the following 13 states and territories:
American Samoa, Anguilla, Antigua and Barbuda, Fiji, Guam, Palau, Panama, Russia, Samoa, Trinidad and Tobago, Turks and Caicos Islands, U.S. Virgin Islands, and Vanuatu.
