The Russian parliament is considering draft Bill No. 140668-8, which provides for the introduction of a new top individual income tax rate. Russia currently applies a two-bracket income tax that includes a 13% rate on individual income up to RUB 5 million, with income exceeding that amount subject to a 15% rate.
