The Russian parliament is reportedly considering a draft bill for the introduction of a municipal tourist tax. The proposed tax would be imposed on the cost of accommodation at increasing rates over five years, starting at a rate of 1% in 2025, 2% in 2026, 3% in 2027, 4% in 2028, and 5% from 2029. The tax would be collected and remitted by the accommodation operator.
