On 23 March 2022, the South African Cabinet approved the submission to parliament of the pending protocol to the 2004 income tax treaty with Kuwait. The protocol, signed 1 April 2021, is the first to amend the treaty. It will enter into force once the ratification instruments are exchanged and will have effect beginning on the date on which a system of taxation at the shareholder level of dividends declared enters into force in South Africa.
