The Spanish government has proposed a draft telecommunications law that would tax all companies that operate telecommunications services, such as online calls and instant messaging, as telecom companies. Under the draft law, companies such as Facebook, Google, and other voice and messaging service providers would need to register as telecommunications providers and be taxed on their revenue from their voice and messaging services.
