The Spanish government is reportedly working on draft legislation that would end amnesty programs that allow both individuals and companies to disclose foreign assets without incurring penalties and would introduce measures to ensure that companies pay at least a minimum 15% effective tax rate (standard rate is 25%) by limiting deductions.
