On 3 May 2019, officials from Angola and Cape Verde met to discuss bilateral relations and agreed in a memorandum of understanding to sign an income tax treaty before the end of 2019. The treaty will be the first of its kind between the two countries and must be finalized, signed, and ratified before entering into force.
