Ukraine's State Tax Service recently issued a guidance letter concerning the social security contribution obligations for foreign nationals working in Ukraine. The guidance confirms that where a foreign national works under the terms of a civil contract in an organization in Ukraine, then such foreign national is considered an insured person for social security purposes and the amount of remuneration paid to the foreign national is the basis for contribution.
