The Ukraine government has submitted draft legislation in parliament for the introduction of regressive unified social security contribution rates. Currently, employers must make social security contributions equal to 22% of employee's gross monthly salary, subject to a basis cap equal to 15 times the minimum monthly salary (MMS) for 2018. As proposed in the draft legislation, regressive social security contribution rates would apply as follows:
